McKinney-Vento Homeless Program

The EISD McKinney-Vento Homeless program is committed to ensuring all EISD children and youth in homeless situations have the opportunity to attend, enroll in, and succeed in school.

Eligibility

What is the Definition of Homeless?
The McKinney-Vento Homeless Act defines "homeless" as individuals lacking a fixed, regular, and adequate residency.

  • Fixed: Stationary, permanent, not subject to change
  • Regular: Used on a regular (nightly) basis
  • Adequate: Sufficient for meeting both the physical and psychological needs typically met in a home environment.

If any of the three conditions is missing, the child is considered homeless.

If you live in one of these living situations, your student can enroll in school immediately, even if lacking the below-listed paperwork:

  • proof of residency;
  • immunization records or a TB skin test result;
  • birth certificate;
  • school records; or
  • legal guardianship papers.


Rights & Services for the Homeless
  • Go to school no matter where they live or how long they have lived there.
  • Right to attend the school of origin or the local school of attendance.
  • Be enrolled in school immediately, even if lacking paperwork normally required.
  • Receive transportation to and from their school of origin.
  • Receive preschool services, free school meals, services for English language learners, special education, Title I services, vocational/technical education, gifted and talented services, and before and after-school care, as needed.
  • Go to school with children who are not homeless. Students cannot be separated from the regular school program because they are homeless.
  • Get information and referrals from local liaisons, including information about all available educational programs; information for parents on how they can support their children's education; and referrals to health, mental health, dental, and other services.
  • Have the opportunity to meet the same high academic achievement standards as all students.
